Tampere City General Grant application for 2026

General grants can be applied for by associations and communities operating in Tampere that have been active for at least one calendar year prior to applying for the grant and that are registered or can prove that they have submitted their registration application. Unregistered associations may be awarded general grant only in exceptional cases.

General grants may be issued for activities that are in accordance with the association's rules. Grants may be awarded either for all of the association's activities or only for part of them. The association must have its own fundraising necessary for carrying out its activities. The expenses of the activities must be verifiable from the association's accounts.

As a rule, grants are not awarded to an association whose membership is restricted and whose activities are closed to anyone other than its members. Applications for general grants for 2026 must be submitted by Friday, January 30, 2026, at 3:45 p.m. using this form. Attachments must also be submitted using this form, so please ensure that you have the necessary attachments available when submitting your application. If necessary, paper attachments can be submitted to the Tampere City Registry (Frenckellinaukio 2 B) by January 30, 2026 at 3:45 p.m. Submitted attachments and other material will not be returned.

"As a result of the Russian invasion of Ukraine, associations and communities receiving general or premises grants from the City of Tampere are not allowed to cooperate with the Russian state or its official representatives. If this is deemed to have happened, the full amount of the general grant will be recovered and any premises grant will be refused, and no further grant or other support from the City of Tampere will be awarded to the organisation. This condition is based on the policy that the Finnish state has towards Russia war of aggression against Ukraine. The City of Tampere will comply with the Finnish Government policy."

 Appendices for reporting

As part of the reporting of previously received general grant, a financial statement for 2024 signed by the body or persons in charge is required, which includes:
- Signed income statement 2024 (including account and sub-account and cost center-specific statement)
- Signed balance sheet with notes 2024
- Annual Report 2024
- Statement of the Auditor/Operations inspector 2024

Small associations with a total income of no more than EUR 30,000 during the financial year can prepare their accounts more lightly (section 37 a of the Associations Act and the Government Decree on the Accounting of Micro-Associations 29.6.2023/887). In this case, instead of the income statement and balance sheet, an annual statement or annual summary can be submitted as attachments. It is essential that the appendices show the income and expenses for the financial year and the association's financial situation at the end of the financial year (assets, receivables and debts).

N.B! These appendices will also be used in the preparation of the 2026 grant proposal, so the appendices must be submitted even if you have not received a grant for 2024.

If the organization's accounting and operating period is not a calendar year, the requested documents must be submitted for both the 2023-2024 and 2024-2025 periods.

If the organization has activities other than those for which the grant was awarded, the documents must clearly show the content and costs of the activities for which the grant was awarded.

Attachments can be submitted in one or more files. Record in the appendix if the appendix contains confidential material, such as membership information. As a rule, applications and their appendices are public material that can be accessed for a justified reason and under supervision.

In addition, if the grant has been at least EUR 50,000 in 2024, the entity must also provide:

- Any memos and minutes from auditors and/or operational inspectors from 2024
- A breakdown of the balance sheet
- A certified or signed extract from the annual meeting minutes regarding the section where the above-mentioned annual report and financial statements were addressed
